Abstract
Various verses of the Holy Quran, including verse 61 of Surah Anfal, speak of peace and reconciliation ((And if you incline to peace, then incline to it and rely on Allah. Indeed, He is the All-Hearing, the All-Knowing)). Although the meaning of the word peace is clear on the surface and the verse provides evidence of Islam's desire for peace, the abundance of verses on jihad and war have led to it being interpreted as prior to peace and the proposal or acceptance of peace being considered subject to principles and rules that do not prioritize the approach to peace and the benefits derived from it in human interactions.

Although verse 61 of Surah Anfal is in the continuation of the verses of jihad and war and is accompanied by the reason for its revelation, and from it the ruling on the application of peace between followers of religions and sects can be taken and Islam can be introduced as a religion of peace, but some do not consider peace to be universal in all circumstances and perhaps prioritize jihad and war. The view of Salah Abdul Fattah Al-Khalidi, one of the influential leaders of the Brotherhood, from verse 61 of Surah Anfal is that if Muslims are superior on the battlefield, they have the possibility of accepting the peace proposed by the enemy, and it is necessarily these Muslims who determine the conditions and how to make peace. This view faces challenges in today's world, and the present study analyzes it using an analytical-descriptive method with the help of verses and evidence.
